Exact Audio Copy will create them along with some other rippers  
including Easy CD DA Extractor and Max Ripper, you can actually edit  
them in a text editor such as Notepad as well if you wish to fine  
tune things.
Under the Mac, several sound editing programs also support Cue sheets  
and that's dead handy.
