Ketan,
the browser may be blocking the active x control, which allows programs to 
download onto your system. What browser are you using? if IE, when you try to 
download, are you getting an error message? If using IE, after hittinghe 
download button, simultaneously hit alt-n to allow for active x controls, 
followed by space bar. You may have to arrow up or down to read the option 
afterwards, which asks how do you want to handle the information, block or
