I don't know about USB TV tuner cards, I haven't come across those as of
yet.
But RADIO SHACK has a slew of different TV tuner cards that you can choose
from, but the are internal cards.
Witch means, they plug in to a slot on your computer's mother board.
As far as price range goes, they run from $20 to $300.
I don't know how blind user friendly those TV tuner cards are, but you may
want to ask someone on the blind cool tech list.
