I don't remember Windows XP having a built in extraction tool for .rar file archives. I'm confused by your question on the .zip archives though. I have to go check myself, but are you saying that the context menu for a .zip archive in Windows 7 doesn't include options to extract the archive? I wouldn't expect this to change much in Windows 7.
