you gave me an idea, since i've wondered how to do it myself. on a canadian - CSA keyboard (apple design KB) it is shift-option. "c" cedilla (which gives the ~ but doesn't print to screen, which gives the accent) then press "n", and i get �. voil� for you canuck folx on CSA keyboards.
