<You need PC exchange enabled for PC/DOS formatting.

You guys are too good.  I enabled my file exchange and all is well. 

I was trying to disable some startup extension that starts first, but is not
in the extensions folder.  Perhaps it is in the Control Panels, Jeff.  No.
Perhaps it is in the System Folder.  No.  Where else would a system
extension reside that starts before any Extensions from the Extensions
folder.  This extension pops up, then several seconds later, Norton and
Sonnet kick in.  By the way, it has a red x in it, and appears to be some
sort of computer icon.
