Video digitizing is a dicier game that audio, but I'd say a good way to go would be a VideoVision Studio PCI and any fairly modern hard drive, plus, again Toast Titanium 5.
The VideoVision Studio has very high quality (not broadcast, but finer than VHS, so you're not losing any detail) compression, and any fairly modern hard drive hooked up to the internal 10MB/s SCSI bus will be able to handle the required data rates. Toast will then gladly take your digitized and edited video files and burn VCDs from them. As for editing software to clip the video up with, take your pick. I assume you want a cheap, good solution, so find someone that's subscribed to MacAddict for a while. About a year ago they had a free full version of Avid Videoshop on The Disc.
