It is, but radius made some SoftPivot software to let you use the 
pivoting feature without a special card, I dont know quite what video 
cards it works with. Maybe only the Quadra onboard video? No clue.

No, but it did originally, and special cards were made (like for the 
SE/30).

The display is so old it's probably unusably dim. You might be able 
to consider replacing the CRT, though.

Not at all, if it's only a few dollars, get it and try it out. If it 
doesn't work, keep it, someone on the compacts list would probably 
love to get their hands on it. If he wants an unreasonable sum for 
it, better let him keep it. Odds on getting it to work with the 9600 
aren't good enough, and the monitor itself isn't too great to begin 
with.
