Be aware of any time zone tool. Because of varying daylight savings 
start and stop times, and countries that don't observe daylight 
savings, there's always the possibility of a one hour error.

OTOH, there are probably some time zone sources that are accurate in 
every case. Let us know if you find one.

If your need involves not waking up someone on the other side of the 
globe an hour too soon, try asking the international operator when 
you make the call;-)
