I have a similar, though slightly different manifestation of this 
problem.  In my case, the computer starts up okay, but if I give a 
"restart" command from either the Special menu or pushing on the 
start key, my 7600/G3 starts up okay with a happy mac, then it 
freezes on a grey screen.  The only solution is to manually turn it 
off, then start by pressing the start up key.  No problems then.

Likewise, no ID conflict or termination problems, and it only 
manifests itself when two HDs are installed.  I've just put it down 
to the mysteries of SCSI voodoo and work on despite it, since nothing 
bad seems to be happening.

You may just have to put up with it.
