it could be a number of things, but first look at the dust issue. clean the floppy 
drive with a
floppy drive cleaner, and vacuum (or blow out with compressed air, or whatever). 

make sure that the CPU card is all the way in.

make sure that that the h/w is there, i.e. G3 upgrade card.

the old version of "superdrive" (1.4 MB floppy drives) are notoriously prone to 
break-down, imo.
also, consider that from OS 7.6.x to 8.x.x the way that floppy drives are used in the 
OS, some
floppies formatted on a powermac will work better than the ones formatted on a m68k 
mac. i'm not
sure of the exact details, but that has been an issue for me (with a quadra 800 and a 
pmac 7500
in active use, i've seen this).

check that your floppy connector cable is secure in its plug and is intact, too.

check to see if you have "hide desktop when in background" checked in the general 
controls CP. if
you do, uncheck it. also, there can be a similar setting in ramdoubler, and i think in 
one of the
action utilities CPs (if you have those installed).
