actually, the power supply probably thinks it's overloaded, what it's doing is repeatedly trying to start, deciding it's overloaded, shutting down, and then trying to start up again. power supplies sometimes develop that problem when they get old. you need a new power supply, or if your lucky a friend with a soldering iron, replacing all the capacitors will usually fix that problem. it may work if you unplug some of the cards etc. if it's not too far gone, but only temporarily, it will get worse. in any case, replace the power supply, or offer parts on the swap list.
