The difference is hard drive interface.  The 4400 has 33MBps IDE, and
the 7300 has 10MBps SCSI.  Go for an IDE or SCSI PCI card, and a
different hard drive.  You will see the difference.

I really don't know what to think because this 7300 with a G3/450 Mhz
processor is slower than my 4400 with a G3/320 Mhz in everything it does
and it always seems the hard drive is the main culprit with reads and
writes and disk access.  Programs that are not hard drive intensive like
Internet explorer seem to run rather quickly while an application like
Entourage runs really slowly.  Now I did not have these problems on the
4400.  I am so confused.  What could be the major speed bump?
