The jumpers (if present) would have been on the ZIF that originally shipped with the 
carrier. Switches 1-8 set the card's RAM to CPU bus speed.Switches 9-12 along with 
four jumpers on the CPU (if available) determine the ratio of the CPU multiplier.

Try setting the switches like this, on:1,2,6,7,11. The CPU should then be running at 
233MHz with a bus speed of 46.6MHz. It should boot if everything is ok. If it does you 
can experiment with other settings.
