The drive must now be low-level formatted.

As Drive Setup will not recognize it, try any and all third-party 
initializers in an attempt to get a clean low-level format (I'm embarrassed 
to say that I use the abominable HDT for this specific purpose).

Then, after successfully low-level formatting the drive, run Drive Setup 
again.
