If you convert to DV using a PCI card or an external box you don't loose
much wuality and end up with more or less acceptable file sizes
(200MB/minute).
If you capture uncompressed at maximal quality you get a data rate of 600
MB/minute, assuming you digitize 480x320 (height x width) which is needed
to maintain all quality of VHS. You do need a fast disk for this (either a
modern ATA disk or at least UltraSCSI - in either case you need a PCI
card).
Processor speed hasn't much too do with it.
I think you need 4MB of video RAM if you want to monitor video output from
a 8500.
