Are these pdf's that netscape has downloaded?  It sounds like whatever
program that's created the files (on your machine, including
downloading) has set the creator and/or type wrong.  If you have a
copy of resedit, you can see what those are set to: start resedit, and
use the file:open menubar command to open one of his pdf files.  It'll
ask if adding a resource fork is okay, and it is.  Use
file:get_info_for_(the_name_of_the_file).  The type should be PDF and
the creator should be CARO.  If it isn't, it's a problem with whatever
program created the file.  I'm not sure how old the file exchange
control panel is, but check and see if it's there.  There's where you
should be able to map downloaded files that end with .pdf to Acrobat
and pdf.  If there's no such beast on his computer or it's already set
to those settings, look in the program that downloaded the files-
there's bound to be a setting for that.

Or, he could put an alias to acrobat on his desktop and just drop
pdfs on it.  That's how I open simpletext files with bbedit.  I think
there's also stuff in the standard applescript libraries to change
type and creator, if you want to create a drag and drop file type
changer. 

You might want to repeat the question on the quadlist too-- I think
that's a 68040 machine.
