I.E. has a problem if the connection isn't ready when you launch it. If you
are supposed to connect to the internet via TCP and for example TCP/IP
control panel isn't configured correctly then even if you switch to the
correct setting. I.E. will still refuse to connect until you restart the
computer. Also is I.E. at version 5.1.6 or thereabouts?
