No, you miss-understand his question.  The built in 'Smart Scrolling' 
only puts double-scroll control arrows at the _bottom_ of the window 
pane.  He's asking about putting them at both top AND bottom.

I have seen shareware programs that do this, but as I find the 
double-scroll controls not to my liking I have never tried them.
