It is true and here is the script:

After running the script, it puts a hyphen in the check box for Smart
Scrolling in the Appearance Manager.  You should then have double scroll
arrows at both ends of the scroll bar.

Rumor has it that Steve J. didn't like it and they took it away as a regular
choice (who knows?) in the Appearance Manager.
