Maybe before, but not anymore. Since the function keys are very useful sometimes. There's a number of programs that use them. On Mac OS 9.1 you can even assign applications to them. When You press one, the application opens. I don't use that feature but everytime I press one, the OS reminds me what I can do with them. I remember the game Tomb Raider having a function in each Function key. And lots of emulators like Virtual Gameboy use them as well.
