Sounds much more like a dead mobo or dead processor card to me. The 'No 
Bong' is a dead giveaway. If the SCSI bus died, you would get a startup 
chime of some sort, whether it's a 'bong' or 'car crash' , and at least 
get a grey screen with a mouse pointer, and perhaps a flashing question 
mark disk.

You can try a deep pram reset: remove power, remove the PRAM battery, 
and let it sit for 30+ minutes, then press the CUDA switch a couple of 
times, replace the PRAM battery (may as well check it out while it's out 
to make sure it isn't a dead PRAM battery) plug it in and start it up.

If you have the old processor from this system, try putting that back 
in. (if you don't, it's a good idea to pick one up as a diagnostic 
spare; non-G3 or G4 ones are cheap...you could probably get an original 
120 for next to nothing.)
