I can answer that in 2 words. RAM Disk. Add lots of RAM and make a video work partition from a RAM Disk. Use as much of your RAM as possible, leaving only enough for a stripped OS and apps.
Work in segments that will fit into the RAM Disk. To download from TV, video tape and follow the earlier steps. Save the finished clips to the hard drive (A 7200 RPM SCSI 3 drive at least, as a 5600 RPM SCSI 2 kept making the playback stutter.) and do the reassembly work on the drive. (iMovie works well for this.) BTW: Disconnecting all but the work and start up drives seems to speed things up quite a bit. I assume the other drives are stealing CPU time as they are periodically checked. I also increased my speed when I disconnected one of my 20" monitors and set the resolution of the other to 832x624 @ thousands of colors from my normal 1280 x1024 @ millions. The files naturally still save at millions and I get a bit of empty screen for other app toolbars. It's not as elegant as using the high power cards with firewire, but a whole lot cheaper.
