74 is the series ... as in Texas Instruments' 54/74 TTL family.

FCT is the type, meaning, in this case, FAST, CMOS, TTL-compatible.

16244 is a special version of the 74xx244 tri-state buffer, designed for 
bus-oriented systems.

The rest of the code is package type and date code.

IDT is the maufacturer, Integrated Device Technology, IIRC.
