I've heard this before and it makes good sense as active termination produces a much more readable termination signal than passive. I've personally never encountered a situation where I couldn't use passive. It could be that I've never used those particular devices that needed it. I've heard that UMax Scanners were one that benefited from active termination, but I've always used them as the first device in a chain. Using passive termination of the last device, I've never had any problems. It could be that they need the active termination if they are the only device in the external chain or are positioned later than the first position.
