Thanks to everyone who offered advice and assistance.  The problem with the
Radeon 7000 card on my 7500 has been solved.

Exactly what cured the problem isn't precisely known but here is what I did.
I did a clean install of OS 9.1 and updated to OS 9.2.1, then OS 9.2.2.  As
some of you may know, this is not generally possible as 9.2 won't install
and/or is incompatible with the Sonnet Crescendo G3 cards.  If you try, you
get an error message saying something to the effect that 9.2 is incompatible
with this system and it refuses to perform the update, or install from an OS
9.2 disk.

However, using a great free third-party fix called "OS 9 Helper"
(http://www.os9forever.com/os9helper.html) I was able to bump the system to
9.2.  While 9.2 is not necessarily necessary to run the Radeon 7000 card
(only OpenGL 1.2.2 or higher, which is found only in OS 9.2), ATI does
recommend it for use.  And, as I had no success getting the card to run
properly with OS 9.1 + OpenGL 1.2.2 added, I figured it was worth trying.

Anyway, after the clean OS install, I installed the drivers then the card
and viola, it works.  Curiously, Norton Utilities "System Info" utility
still doesn't indicate that the video exceeds or even matches that of the
built-in (unaccelerated) video on the 7500.  However, a real-world test of
"Star Wars Pod Racer" and "Unreal Tournament" convincingly demonstrates a
dramatic and impressive 3D acceleration.  Very smooth and greatly exceeding
that of the Rage128 in the Imac DV400 that I compared it to.  Cool!
