Which OS X version do you have?  If you upgrade to 10.2.3 (if you don't have 
it), it's a LOT faster than previous versions, especially on older Macs.  
Also, which Sonnet card do you have?  I have a G3/400/512 in my 9500, and 
scrolling and the genie effect are quite fast in X (I have an ATI Rage128 
PCI, similar in speed to the Radeon 7000).

With a PCI Radeon or GeForce card, it is "possible" to enable QE with the 
above noted hack, but it will generally make your computer slower overall.  
PCI doesn't provide the bandwidth necessary to use QE.  Also, when using QE, 
the bus is pretty much dedicated to video, so if you use it on PCI, you end 
up slowing down other PCI cards, like USB, IDE, or anything else you have 
added.  This isn't a problem with AGP, because AGP only supports 1 device on 
its bus.
Remember, even if you don't have QE, you still have Quartz, which is a very 
similar technology, the only difference is where the rendering takes place.

BTW, window resizing in X is always slow (even on a brand new G4 PowerMac).  
That's just the way it is, and until they rewrite that section of the code, 
it will remain slow no matter what video card/processor combo you have.
