The PCI specification may not be all that useful.  A PCI 2.2 specification
may only mean that the manufacturer has tested the card in a PCI 2.2 slot;
it doesn't necessarily mean it won't work in a 2.1 or 2.0 slot.

That said, I've used both a Keyspan USB card and an OrangeMicro Firewire/
USB 2.0 combo card.  Both say they're PCI 2.1 compliant; both have worked
fine in my PM 7300 (with PCI 2.0 slots).

There are rarely ironclad guarantees of hardware compatibility (and for
all we know, maybe you just have a defective card).  The closest is if the
manufacturer specifically says it works with your particular model;
barring that, a vendor who'll take it back if it doesn't is always a
Good Thing[tm].
