That's been the case in my 9600/g4/450 with Sonnet Tempo ATA66 (Acard). 
More like ATA33 performance--though I'm not complaining since the two 
IDE drives attached benchmark about 4x faster than the stock SCSI HD. 
The only thing with this card, if you're considering one, Stacy, is that 
it doesn't get along 100% with all IDE hard drives (my 30GB Maxtor 
ATA133 to name one), nor does it support many ATAPI(?) devices. (The 
supported drives list is at Acard's site.) The newer cards claim to work 
with any IDE hard drive and have better support for ATAPI devices. If I 
was shopping around for another ATA card I'd probably spend the extra 
money for one of these.
