The 9500/9600 don't have built in AV capabilities at all. (The AV support circuits in the 75-8600 Macs are left out to allow the space for the 95-9600's extra PCI and RAM slots.)
The 9600 can be used for AV if you purchase a PCI card capable of handling the AV and which includes the required jacks. Any Mac with PCI slots (including the 7300 for that matter) can be used in this manner, but the question seemed to be about built in capabilities. Audio in/out can be used via the mic/speaker jacks as well, but I haven't found them to be very good due to their non-standard impedence. Perhaps with the use of external impedence matching circuitry, but stock, they don't handle signals from stereo equipment well.
