Thanks to all comments on this odd problem. Jeff Drummond asked "Have you added any memory recently? I had a very similar problem on my 7300 after adding a couple of new 128MB DIMMs. Pulling those DIMMs fixed the problem".
And indeed, I had - 2 new ones from ebay - but they looked rather slight (poor thin things!) when I got them compared to one other I had working. Anyway, I yanked them both out and presto, I have my restart function back. What a mystery this is? The computer seemed to start and work fine except for this one restart function. I would rather have 128 less megs than lose hot restart. Others who commented about system causes might well have had a point too because, maybe my 9.0.4 or even 8.6 could not fully handle these particular chips and other sytems like 9.1 might work fine.
