I opened the TCP/IP control panel, and dropped the edit menu, there at  
the bottom of the menu is the choice "User Mode".
This opens the user mode options window. Choose the "Advanced" radio  
button, and an "options..." button becomes available back in the TCP/IP  
control panel. Click the "Options.." button and make sure the " load  
only when needed" check box is checked.
That might do it.
