The following is for use with OS8.5:

http://www.groomsville.co.uk/aboutscrollcontrol.htm

It allows you to access additional scrolling options in the Appearance
Manager. These changes are not permanent. That is you can use Appearance
Manager in the normal way to undo your selection.

It specifies 8.5.1. I don't know if it is compatible or necessary with any
other version.
