It tried to dial out as soon as the 9600 booted today.
In the TCP/IP control panel, UNCHECK "load only when needed".
In the Remote Access control panel, UNCHECK "connect automatically when starting tcp/ip applications".
THEN look for sofwares that are explicitly telling Remote Access to dial. eg: Norton Anti-Virus, Date & Time cdev, etc.
