Many PCI Modems are WinModems and need software running on the computer to actually provide the modem function. Software for doing this on the Mac has never been written to my knowledge.

AFIAK there are no drivers for PC style serial ports on PCI which would be needed for conventional PCI modems.

Many PCI Macs have a Comm Slot II slot or modem slot.

Bottom line, just not enough market.
