Here's an answer to a similar problem, I copied from Apple's forums back in 1997.
Response: Put your ink tank/cartridge in a sealable plastic bag - to avoid getting ink everywhere. then shake, you should get a consistent blot of ink - if not, then your printer will neither. Usually, an air bubble or some other obstruction prevents the exiting of ink via the ink jet nozzle. Unless this obstruction is cleared, then the printer is not able to print. It may requires lots of shaking to get a consistent blot of ink. The other less common problem is ink contamination on the electronic components (printed circuit boards) within the printer behind the cartridge holder. If this occurs, then a short circuit (electrostatic discharge) occurs. The PCB at that point is toast and needs to be replaced. This is almost always the result of refilled cartridges.
