No. The limiting speed on this instance is the cable network itself.
It WIL speed up transfers to/from other systems on the local LAN side of your router, if they have 100 mbit connections, but outgoing, no.
If you have a fair amount of traffic on your LAN over to/from several machines a 100BaseT connection will speed up Internet traffic somewhat as it won't have to wait so much for LAN traffic. The usual 10/100 switch in place of a 10BaseT hub will also help this.
