I've got a 7600 with 304 mb of ram running system 9.1. For some reason, if

virtual memory off, the computer runs flawlessly. I tried reinstalling the
system software but still no change. What could be going on?

Well, the other component of VM is the disk....I'd check the disk closely: Disk First Aid, DiskWarrior, Techtool pro or another disk utility.

Perhaps (if it's easily doable) reformat the drive and re-install.

I'd tend not to suspect bad RAM because I'd expect that to cause more problems with VM off than on.
