I've got a 7600 with 304 mb of ram running system 9.1.

why would you need more than 304 mb of ram on that machine ?
some programs doesnt run well with VM, is it all of them or does it happen when just the finder is active ? maybe the diskspace of the VM is to big and the temporairy files from lets say photoshop get's to little space to work on ? my old photoshop 4 doesnt work well with system 9.1 even with VM disabled, can you assign more memory to the finder or the systemheap ?
