Some things to try:
1. Put a space in front of the USB Overdrive name, to make it try to load earlier in the startup process. (Or, z, to try to make it load at the end.)
2. Check and see if somehow the control panel got put into the Disabled Control Panels folder.
3. Read the manual to see if Apple's drivers are required. Or is there a requirement to disable Apple's drivers?
(Apple's drivers are version 1.4.1 (the name is something like Apple USB Drivers 1.4.1.)(Other versions probably will not work.)
4. Be sure that the version of USB Overdrive that you have is the correct version for OS 8.6
