Do I have to purchase Mac OS 8.0?

Looking to upgrade a PowerMac 5400/180 from 7.5.5 to 8.1.  From what 
I've read on the net it seems that I'm going to have to purchase Mac OS 
8.0--it doesn't seem to be a free download from Apple.  Is this correct?

Is eBay the cheapest place to get OS 8?
