Yes I have (on an ibook with OS 9.1) and it was because it was trying to
connect to a network server that wasn't there.

I agree with Jim. The machine is most likely trying to mount a network volume at start up. The network isn't there, so it spends a long time looking for it. I don't remember what to do to tell it to stop looking though. Probably one of the preferences can be trashed.
