68MB is low. I agree. But the system is taking up only 19MB, at least,
that's what it is taking without any apps running. The nearly identical Mac
I'm using in my office takes nearly 30MB up! The VM is set to only 1MB.
Should I up that or leave it the same?

So there is enough memory. You don't need VM unless you run an application that requires the extra memory. Personally I don't like it bacause it slows memory performance, and PCI Macs need every bit they can get. I'd turn it off.

Other than that did you try the usual measures such as rebuilding the
desktop, zapping PRAM, and/or pressing the CUDA button. Is the xlr8
software installed? Without it the L2 cache will not work, but even if
the software isn't installed it shouldn't be nearly that slow.

I've never heard of CUDA! I'll zap the PRAM (just did that on the LC 575
that's sitting right next to the 7500). And do some more fiddling.

CUDA is a chip that controls power, PRAM, ADB and a few other functions. It's reset by pushing the small red or brown button (when the computer is off) on the logic board behind the processor slot. On the 7500 its location is under the processor card (lousy placement) and you will need a probe--such as a chopstick--to press it. It's usually one of the last things to try for troublesome boards. Though it is a good idea to push it whenever adding or subtracting anything from the logic board.

I forgot to mention it before but try booting without extensions by holding down shift until you see "extensions off" on the OS screen. If the delay is gone then it's probably some kind of extension conflict or corruption. Or the network is causing the delay like another PCI'er mentioned. Disconnect from it and boot to see what happens.
