All you need to do is put everything in the same folder, which you should
entitle whatever the name of the CD-ROM is--everything, including all
pictures, documents, etc.--& then just link to them from your page(s), &
when someone uses the CD-ROM, they will link to the CD items itself, but
URLs will be searched for online.

any webdesign program will have the ability to create links using dialog
boxes--double click the file(s) you want each link or graphic to point to.
