Option 1- try resetting the pram.
Option 2, a long shot, but it helped me before. Disconnect the monitor and restart your system without a monitor. Once the system has started up (you can tell by the HD access stopping), shut down the system - power key to "bring up" the shutdown dialog, then return to confirm that you want to shut down. Reattach the monitor and try restarting.
