Are you running off a video card or on-board video?

I know in 9.2 Apple changed their video extensions programs ... Quicktime thingys ...

If on-board, is the VRAM suspect?

If a video card, do you have their latest extension(s) / control panels?

Is the option for increased resolution, one that is "Recommended", or is it one, in-between?
Maybe the vertical and horzontal frequencies are not syncing for some reason ...

Option 2, a long shot, but it helped me before. Disconnect the
monitor and restart your system without a monitor. Once the system
has started up (you can tell by the HD access stopping), shut down
the system - power key to "bring up" the shutdown dialog, then
return to confirm that you want to shut down. Reattach the monitor
and try restarting.

As an FYI, your original e-mail is dated 8/27/56 indicating you either reset your pram already or your pram battery is dead. If you did not reset the pram, then you need to replace the battery.

If Option 2 does not work, you can boot with your working system and
try trashing the 'Monitors Preferences' document in the one with the
bad display issue.
