I don't think it's that surprising, given the age of the machines, and the number of hands that they might've been through. My 9600 had *no* fan or duct when I acquired it, and it had been through at least two previous owners before I got it. I picked up a door from eBay, fan and duct installed, and it arrived with the fan oriented to draw air into the case. According to those pages with the fan installation information for the 8x00/9x00 that were linked to in this list, this was correct. I have an older 9600/200, so perhaps it didn't come with a duct from the factory. In that case, the fan would've probably been oriented the other way (again, at least according to that installation guide).
Perhaps the fan orientation was changed some time during the production run, to address heating issues.


Or, finally, perhaps their quality control was that bad :)
A survey would be enlightening, but unless the person is the original owner, it doesn't necessarily prove that it came from Apple oriented one way or the other.
