ahh i see. what if you su'd to root and changed
the read and execute permissons to root only? and
apply updates and things as root.

It is used by the system.
Every time you apply an OS upgrade or security
update, the Apple installer will utilise mostly
Perl scripts to apply them. A whole slew of
commands are needed for this to happen.
And besides, it's considered rather
counter-productive (not to say bad form) to go
deleting parts of the OS that you figure are not
needed [1]

[1] An elderly lady rang Apple Help once and
complained that her computer no longer worked.
After much troubleshooting over the 'phone, it
transpired that she had trashed the Finder. She
said believed she no longer needed it because she
knew where everything was :-)
