Windows issues those icons based strictly on the first file extension after the . (.exe,.doc,.etc...), so that it is easy to slip in viruses and malicious code using double extensions (malware.doc.exe, for example).
Actually, no, Windows bases the icon on the *last* extension. Malware.doc.exe will show as a little program file icon on a windows system.
The problem is that what *shows* in windows list views and e-mails by default, is 'malware.doc' because Microsoft engineers in their 'infinite monkeys on a console' way looked at the mac in the most superficial way and thought to themselves "OOh EEE EEE aaah EEEk OOOh EEEk OOh OOOh!".
Roughly translated, means 'Mongo not see extension on Mac, so hide extension good.' as if that solved the problem.
(Then they release software that says "Double click on 'Setup' to install this program", and there are THREE ^$%#^&$ 'Setup' s showing : Setup.txt, Setup.exe, Setup.inf, which show to the hapless Windows user as Setup, Setup, and Setup with different icons, only ONE of which will actually run the program, because not even Microsoft Infinite Monkey Programmers (TM) are stupid enough to leave the view set at it's default of hiding extensions...)
