Sounds like you'll need to re-install your Operating System. You could get DiskWarrior and try to fix the problem, but I would try to find an OS 9.1 retail install CD and initialize your hard drive and re-install the software. OS 9 tends to need a re-install after time anyway and your Mac will probably run faster with a fresh install and it will fix whatever Norton cannot.

You should avoid buying an iMac or iBook install CD as they may or may not work on your 9600. Some iMac and iBook install CD's will work but may not install all of the components needed for your particular Mac.

The LowEndMac Swaplist is a good place to find one unless you can borrow one to re-install the OS. The price for an OS 9.1 full install should be about $30.00 or less. I wouldn't go any higher than OS 9.1 unless you specifically need 9.2 for some reason.
